is preparing to implement one or more family housing privatization
projects in the Hampton Roads area of Virginia. Using the authority of
10 USC Sections 2871-2885, the Navy intends to provide safe, good
quality, energy efficient, well-managed and affordable housing for
military families. Military families at all ranks below flag officer
will rent the housing, and there are expected to be many occupants
housed for a monthly rent payment of $500 to $600. The Navy will
participate in a public-private venture business entity established to
own, operate, manage and maintain Navy family housing over the long
term. The Navy may invest cash and/or government-owned land for
construction of new units. The private partner will secure long-term
debt for renovation and/or new construction, and may contribute equity.
The Navy also has the authority to contribute existing occupied family
housing units to the venture. Accordingly, and in preparation for
issuing solicitation documents, the Navy is seeking information from
sources of long-term financing, and/or other institutions, entities or
agencies regarding their interest in participating in this important
initiative. PROCEDURES: Interested long-term financing sources are
requested to submit a Statement of Interest by 26 May 1999 to
Commander, Atlantic Division, Naval Facilities Engineering Command,
1510 Gilbert Street, Norfolk, VA 23511-2699, Attn: Code 243 FH or by
facsimile transmission to (757) 322-4913. Material concerning point of
contact, experience, capacity, likely standards, and services provided
should be included. Statements of Interest may subsequently be included
in Navy solicitation documents announcing public-private venture
