Standards and Technology (NIST) has a requirement for the fabrication
of 132 supermirror polarizing elements for the Neutron Spin-Echo
Spectrometer. The supermirror polarizing elements shall have the
following characteristics: 1) The substrates of the elements shall be
made of boron glass 205 mm wide, 300 mm long, and 0.5 mm thick. The
boron glass shall have an absorption length of at least 7.6 cm-1 for
3.5 A neutrons (> 15 wt% natural B2O3). The flatness and smoothness
of the substrates shall be such that conditions 2 and 3 below be met.
2) The substrates shall be permanently coated on both sides with
polarizing supermirror coatings with m = 2.5 (reflectivity R > 0.8
for neutrons reflecting with q < 2.5 qc,Ni) and an absorbing
anti-reflecting coating between supermirror and substrate to maintain
the required high polarization P in reflection (P > 0.9) for q >
0.5 qc,Ni (qc,Ni = 0.022 A-1). 3) The polarization of the supermirrors
shall be maintained by a maximumfield of 5 milliTesla applied along the
300 mm dimension. Application of a 40 milliTesla field for up to 1
minute to initially polarize the elements shall be acceptable. 4) An
additional 150 uncoated identical substrates shall also be provided.
Complete specifications for bidding and construction will be provided
in the solicitation. This solicitation is being conducted as a
Commercial Acquisition. The Government anticipates award of a firm
fixed price contract. Delivery location is NIST, Gaithersburg, MD
20899. The FOB Point shall be Destination. Desired delivery is 120 days
after receipt of order, and required delivery is 150 days. You may fax
