Modification No. 1 ELECTRONIC RFP ANNOUNCEMENT: Surveillance Support Master Agreement The National Cancer Institute, Division of Cancer Control and Population Sciences, the Cancer Surveillance Research Program, is soliciting proposals to provide information required for cancer control surveillance. The primary purpose of this solicitation is to conduct surveys and similar evaluation processes. The term "survey" is used to connote a full range of studies, including probability sample surveys and specialty studies requiring data abstraction. Proposed projects fall under three broad categories: rapid response to emerging issues, evaluation, and methods development. The Master Agreement mechanism is a technical pre-qualification to enable qualified sources to compete for and perform future contracts, hereafter referred to as the "MA Pool" which will be awarded based on a Request for Proposals (RFP). The Master Agreement Announcement (MAA) is scheduled for electronic release on or about May 12, 1999 withproposals due on or about July 12, 1999. It is anticipated that multiple MAs will be awarded pursuant to the MAA. Any MA awarded will have a period of performance will be for 60 months from the effective date of award to the end of the period for the MA. The MA itself is not funded. Obligation of funds shall be accomplished solely through the award of Master Agreement Orders (MAOs). The MAOs will be issued on either a cost or fixed price basis. The MA Holder, upon award of a MAO, shall coordinate and implement the requested survey(s), including data collection, processing and reporting for surveillance activities to be designed and developed by NCI alone or in collaboration with other organizations. This procurement represents a recompetition of the current MA Pool to include the following: ABT Associates, Inc. Aspen Systems Corporation, Battelle Memorial Institute, University of Chicago-National Opinion Research Center, Chilton Research Services, Inc., Macro International, Inc., Mathematica Policy Research Inc., Schulman, Ronca, & Bucuvalas, Inc., Research Triangle Institute, R.O.W. Sciences, Westat, Inc., and Wisconsin Survey Research Laboratory. This solicitation will be considered open for the duration of the MA Pool and will remain on the NCI Website. Beginning in calendar year 2000, the annual due date for receipt of proposals is October 30 (or the next business day) of each year. All responsible sources (including the current MA Holders) meeting these criteria are encouraged to submit a proposal and a sample requirement to be considered by the NCI. An annual synopsis to expand the pool will be announced in the Commerce Business Daily (CBD) approximately September 1 of each year.
