Information is sought on potential sources and vendor capabilities for
the purpose of providing one (1) Field Service Engineering Technician
to support the mast-mounted site (MMS), test support system (TSS) and
associated equipment for the OH-58D(I) aircraft stationed at Fort Drum,
New York. Intent is to contract for services beginning October 1, 1999
through September 30, 2000, with four one year option periods.
Requirement is expected to be serviced by providing Engineering
Technician support at Fort Drum, to perform on a weekly basis
consisting of 40 hours a week. The Field Service Engineering Technician
must have a thorough knowledge of the OH-58D and mission peculiar
equipment manufacturing processes, repair procedures, and components
provided by the manufacturer and its subcontractors/vendors. The
primary tasks of the Field service Engineering Technician shall be to
provide advisory service for updating skills of Department of Defense
maintenance personnel and to serve as a communication conduit
concerning manufacturing support information for the customer
organization. Available information is that the requirement can only be
provided by McDonnel Douglas Aerospace Contractor Field Service
Representative. A Market Survey is being issued by Fort Drum to
determine if there are any business concerns that have the demonstrated
capability and financial resources to successfully provide the required
Engineering Technician support. Businesses interested in this in this
requirement are requested to complete the market survey requirements at
the Fort Drum Directorate of Contracting's Homepage at

of the survey will not be available. The survey is to be completed in
its entirety. The due date for responses to the market survey is 4:00
PM EDT, May 24, 1999. Only those responses submitted through the Fort
Drum market survey procedures discussed in this synopsis will be
accepted. Responses to the market survey will form a part of the
