324-5809 The Federal Bureau of Investigation (FBI) intends to negotiate
a sole source, non-personal services contract with a former law
enforcement officer to provide detailed analytical and consulting
services. This notice of intent is not a request for competitive
proposals. This requirement shall be a labor-hour contract for one
year. The contractor is required to have unique and exclusive skills
and experience in forensic examination of explosives to assist the FBI
with various pre-trial preparation and provide expert forensic
testimonial services as needed under the direction of the FBI and the
United States Attorney's Office. These services shall be performed in
various locations including: London, England; Berlin, Germany; Bonn
Germany; Geneva, Switzerland; Zurich, Switzerland; Brazil and Hawaii
and will be coordinated from Washington DC. Any travel expenses shall
be borne by the contractor and will be reimbursed pursuant to Federal
Travel Regulations. This is a 100% small business-small purchase set
aside, with a SIC code of 8999, and the size standard is based on gross
receipts of $5 million. This contract shall be subject to the following
Federal Acquisition Regulation clauses: 52.224-1 Privacy Act
Notification (Apr. 1984); 52.224-2 Privacy Act (Apr. 1984); 52.242-15
Stop-Work Order (Aug. 1989); 52.242-17 Government Delay of Work (Apr.
1984) and 52.217-8 Option to Extend services (Aug, 1989) A secret level
of security clearance will be required of the Contractor. Based on the
sensitive nature of this requirement, it has been determined that the
selected contractor is the only source that can meet the FBI's needs.
However, interested persons are invited to identify their interest and
capability by submitting a proposal to include technical
qualifications, experience, price and any other information within 15
calendar days of this publication. If no affirmative responses are
received within this time, a contract will be placed to the vendor
requested. No telephone requests will be accepted. See Note 22. Posted
