Contract Specialist, M.M. FLETCHER, (228) 689-8369 DESC: This sources
sought announcement is issued for the purpose of identifying sources to
provide hydrographic survey data to support nautical charting of 1000
sq. nautical miles in international waters near the United Arab
Emirates (a box bounded by N 25.0 deg, E 53.0 deg, N 25.3 deg, and E
54.0 deg) at depths of 10 to 100 meters of water in the Persian Gulf.
Data required will consist of but are not limited to: 1) shallow water
soundings data (100% swath coverage); 2) positions and least depths of
hazards to navigation; 3) descriptions and imagery data of navigational
features (aids and hazards to navigation) 4) related supporting data
(e.g. geodesy, tides and currents data, velocity of sound in the water
column, vessel motion correctors, bottom sediment samples, etc.); 7)
processed soundings data (corrected for all sources of error including
tides, horizontal and vertical positioning, vessel heading and motion,
and sound velocity in the water column), descriptive reports, final
smooth sheets, and digital data; and then delivery of the data,
reports, and sheets to the Government. Contractors will be required to
have employed a minimum of two hydrographers with at least three years
experience in hydrographic surveying and demonstrated experience with
the survey systems proposed. The specific abilities and disciplines
that would be required include (but are not limited to): Project
Manager, Geodetic and Hydrographic Surveyors, Technical Writer,
Draftsperson/CADD Operator, and GIS Specialist (Geographer/
Cartographer/Geospatial Data Analyst). Special Qualifications:
Expertise with shallow water multibeam survey systems and side scan
sonar or alternatively laser bathymetry systems. All data required
shall be to Naval Oceanographic Specifications (to be provided if and
when any specific requirement becomes known) and shall be provided in
Government specified formats. If collection of the specified data is
required, then a Government observer will be required to be present
during survey operations. If the contractor conducts vessel operations
overnight, the contractor will be required to provide meals and
accommodations to the Government observer. 2. Interested contractors
are to submit a capabilities statement to include the following
information. Capability information shall include, but not be limited
to the following information: (1) demonstrate surveying experience in
for the types of data described above, (2) sufficient technical,
supervisory, and administrative personnel to ensure expeditious
prosecution of work assignments, (3) management and quality control
plans appropriate for the scope of work, (4) knowledge of and work
experience in the location of the general geographic area of the
project, (5) on the sufficiency and availability of surveying vessel(s)
and compliance with applicable U.S. Coast Guard, EPA, OSHA, and other
federal regulations, (6) identification and availability of digital
data acquisition and processing systems and survey sensors appropriate
for hydrographic surveys. References are to be provided for similar
performance, of a similar scope and magnitude. An estimated cost of
data or a daily surveying rate for the requirements set forth above is
to be provided. This Sources Sought Notice is for information and
