99-AMBIENT FINE PARTICULATE MATTER (PM2.5) RESEARCH PROGRAM SUBJECT: Ambient Fine Particulate Matter (PM2.5) Research Program. DESC: The U.S. Department of Energy's Federal Energy Technology Center (FETC), Pittsburgh, PA intends to award a purchase order on a sole-source basis to Ohio University, Research and Sponsored Programs, Athens Ohio to (1) Develop and maintain a data management system for the Upper Ohio River Valley Project; (2) Provide quality control for the data management system; and (3) Support data analysis for Upper Ohio River Valley Project.. This purchase order is being issued to Ohio University because the project director, Dr. Kevin Crist and his associates have extensive background in monitoring, modeling, and analyzing air pollution. They have gained a unique perspective and expertise in monitoring and evaluating air quality in the Ohio River area. They are also working on several research projects similar to the Upper Ohio River project in which they are applying state of the art monitoring techniques and analytical tools to evaluate regional and local air quality.. This request is considered to be sole source to Ohio University.. Therefore, no solicitation will result from this announcement. This award shall be made using simplified acquisition procedures.
