99 -- TRANSPORTATION AUTOMATION MEASUREMENT SYSTEM (TRAMS) SOL -- DAAA09-99-R-0031 POC Contracting Officer: Emil E. Maslanka (309) 782-3420 The U.S. Army Industrial Operations Command (IOC) is in the process of developing a solicitation to obtain a Transportation Automation Measurement System (TRAMS). The solicitation will be issued o/a 20 May 99. This is an automated system to measure, record, store and transmit dimensions, weight and center of balance information for Department of Defense (DOD) vehicles and equipment. The TRAMS shall automatically calculate, record and (as an option) semi-permanently mark the location of the center of balance of each vehicle or equipment, in the longitudinal direction (vehicle front to back). The center of balance shall be presented as a dimension referenced from the frontmost body feature (i.e. the front bumper). The TRAMS shall automatically measure, record and store all measurement data. The TRAMS shall be capable of producing a visual display as well as a printed display (on paper or labels) of information. The TRAMS shall have the capability of separately determining dimensions, weights and centers of balance of towing and towed vehicles based on their separate identifications in reference files. The TRAMS shall include the cpability to electronically transmit and receive information in a format compatible with DOD transportation databases. The contractor shall utilize commercial, off-the-shelf components to the greatest extend possible. The contractor shall utilize non-proprietary hardware interfaces and software protocols to the greatest extend possible. The contractor shall utilize standards recognized by national and international standards bodies, to the maximum practical extent. The TRAMS design shall include provisions for upgrades with minimal impact on the baseline system. Expected hardware life expectancy is a minimum of 7 years.
