58 -- DIGITAL VHF-FM AIRCRAFT TRANSCEIVERS AND VHF-AM PORTABLE BASE STATIONS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All clauses incorporated herein by reference are those in effect through Federal Acquisition Circular 45. Proposals are required to be submitted by Close of Business on May 27, 1999. Proposals will be mailed to USDA Forest Service Contracting, National Interagency Fire Center, 3833 S. Development Ave., Boise, ID 83705-5354. Individual to contact for additional information is Frank Gomez, Contracting Officer, 208/387-5347. Proposals submitted should contain and will be evaluated on the following criteria: (1) Product offered, (2) Past Performance and experience on similar-type products, and (3) Price. Item 1: The USDA Forest Service, Avionics, requires 10 (ten) panel mounted VHF-FM aeronautical transceivers (FM) operating in the frequency band of 150-174 MHz. These FM radios must be TIA/EIA TSB-102 compliant, must meet applicable portions of TIA/EIA-603, must meet RTCA DO-160D Env. Cat. [AIZ]BAA[SU]XXXXXXABBBAUMXXXA, and also must meet the National Interagency Fire Center (NIFC) Aeronautical Mobile Radio Purchasing Specifications for a TIA/EIA TSB-102 "APCO Project 25" compliant radio. The main transceiver shall be frequency sythesized with at least one hundred (100) operator-selectable preset channels. The guard receiver (operating on 168.625 MHz) shall be either frequency synthesized or crystal controlled with no more than two (2) guard channel selections. The main transceiver shall be able to operate on any channel in the NTIA and FCC basic channeling plans for the frequency band of 150-174 MHz. Multi-mode operation (25 kHz analog, 12.5 kHz analog, and 12.5 kHz TSB-102 digital modulation) shall be operator selectable by channel. All preset channels shall be operator programmable while in flight, utilizing from panel controls. Audio (600 Ohm impedance) and microphone (common general-aviation types) will operate via an aircraft audio system. The radio shall simultaneously display (via an avionics quality display) the channel number in use and frequency in use, or channel number in use and a minimum nine-character, operator programmable alpha numeric channel designator. Nominal transmitter power output shall be operator selectable as 1 (one) or 10 (ten) watts into a 50 Ohm antenna. All main preset channels shall be capable of being scanned (enabled/disabled by the operator) on a per-channel basis. Dzuz-type mounting shall be for a general aviation standard avionics radio. Primary power input shall be 27.5 VDC, drawing no more than 5 amps. Operating/programming/diagnostic software shall operate on a Windows 95 (preferred) or Windows NT 4.0. Item 2: The USDA-Forest Service, Avionics, requires 10 (ten) portable (tabletop) aircraft VHF-AM base stations operating in the frequency band of 118-137 MHz with 25 kHz channel spacing. The portable base station shall be in a single case and shall consist of a power on/off switch, power-on indicator, power supply, speaker, headphone connection (600 Ohms), and VHF-AM radio in a rugged case. A hand-held microphone with PTT (push-to-talk) will be provided. Primary power input shall be capable of both 115 VAC and 13.7 VDC (although not simultaneously) with the 13.7 VDC input drawing no more than 5 amps. Power cords for both voltages shall be supplied. Total weight shall be no more than 15 lbs and dimensions (in inches) shall not exceed 13W x 7H x 11D. The VHF-AM radio shall be frequency sythesized, operator programmable (in the field and without the aid of external equipment) via a standard 12-key keypad, shall contain a minimum of 10 preset channels, shall scan preset channels, shall display the frequency in use, shall have volume and squelch controls, shall be capable of a 90-second time-out-timer, and TX and RX indications. Transmitter power output shall be at least 5 watts nominal into a 50 Ohm antenna. Maintenance: Maintenance shall be available for a minimum of 9 (nine) years after the warranty period has expired. A source of spare parts for all equipment shall be identified and made available for a period of at least 10 (ten) years from the date of delivery. User, installation, and maintenance manuals (in English) shall furnish adequate information for their respective procedures. Each portable base station shall include a complete set of installation procedures, system checkout procedures, and user operation instructions. One complete maintenance manual shall be provided. Offerors shall conform to the following Federal Acquisition Regulations and shall be required to submit information as noted after each clause.
