On the 05-end of the runway, repairs involve replacement of failed/damaged concrete slabs, and joint sealing materials with new 15-inch thick concrete as shown. On the 23-end the project involves sealing of cracks and pavement joints, and small area repairs. There will be a 10-calendar day window to accomplish the repairs on the 05-end of the runway. A 3-calendar day window maximum will be set for the repairs on the 23-end of the runway. The time windows for each may be concurrent. The work will involve appropriate coordination with the installation to allow airfield operations during the repairs. A temporary concrete batch plant is an allowable means to provide the new concrete for the required repairs. Estimated cost range of this project is $250,000.00 to $5000,000.00. Offerors will be required to submit cost and technical proposals as stated in the solicitation. The following technical evaluation criteria will be used for selection: (1) Prime Contractor's past performance with heavy airfield pavements, (2) prime contractor's management with heavy airfield pavements. The acquisition strategy is low cost, technically acceptable Request for Proposal. Proposals will be received and evaluated on a Go/No Go basis.
