(843) 818-6313 The project includes the design and construction of a
permanent, 4,350 m 2 C-17 Corrosion Control Facility (CCF) at
Charleston Air Force Base, Charleston, SC. The facility shall be used
for C-17 aircraft and aerospace ground support. The C-17 has a 60-day
scheduled wash and corrosion control maintenance requirements, which
include scuff sanding, feather edging, paint removal, and painting
portions or an entire aircraft. It is required that that the
maintenance be performed in an enclosed environment (ventilated and
heated only). The ventilation system for the Aircraft Service Bay (ASB)
shall furnish 100 % filtered outside air at a laminar flow velocity of
0.51 m/s across a horizontal cross section of the aircraft for
chemical stripping/painting and overspray control. Provide 0.25 m/s
airflow velocity during the drying and depaint by grinding operations,
and a minimum of 6 air changes per hour for other procedures. The
(ASB) shall have sufficient lighting, HVAC, industrial ventilation,
compressed air, breathing air, support utilities, fire protection
equipment, and various other systems to ensure a properly outfitted and
safe environment to perform required corrosion control operations on
the C-17 aircraft. The process exhaust air shall meet all federal,
state, and local environmental requirements for the paints used.
Additional support spaces include male/female locker rooms,
training/break rooms, supervisor's offices, paint storage and mixing
rooms, and various mechanical and electrical support spaces. In
addition, sufficient telescoping mast, ceiling mounted maintenance
platforms (with utilities) are required to provide easy access to all
aircraft areas that requires support service painting and other
maintenance operations on the C-17 aircraft. The ASB floor shall be
capable of supporting the jacking of the C-17 aircraft. The make up
ventilation equipment shall contained within the footprint of the ASB.
Demolition of existing pavements will be required. The project will
also incorporate sustainable design features. The design shall conform
to criteria and specifications provided by the Government, and
otherwise as approved by the Government. The project is subject to
Congressional action. This procurement will consist of Two (2) Phases.
Phase I: Proposers will be evaluated on: 1) Past Performance, 2) Small
Business Subcontracting Effort, 3) Technical Qualifications, and 4)
Management Approach. The highest rated proposers, typically 3 to 5,
will advance to Phase II. The Government will then request the Phase II
proposal. Phase II: Qualified Proposers will be evaluated on (1) Total
Evaluated Price Proposal and (2) Technical Proposal (which will
include 1) Past Performance, 2) Small Business Subcontracting Effort),
3) Technical Qualifications, and 4) Technical Solutions. The
Government reserves the right to reject any or all proposals at any
time prior to award; to negotiate with any or all proposers; to award
the contract to other than the proposer submitting the lowest total
price; and to award to the proposer submitting the proposal determined
by the Government to be the most advantageous to the Government.
