The proposed contract action described below is for supplies for which
the Government intends to solicit and negotiate with only one
contractor under authority of FAR 6.302-1. This notice of intent is not
a request for competitive proposals. The Naval Sea Systems Command
intends to issue a firm fixed price sole source contract, contingent on
the availability of funds, to Bollinger Shipyards, Inc., Lockport, LA,
to convert four to six of the existing Patrol Coastal Class ships to
add a stern launch and recovery system to support various Naval Special
Warfare operations. In order to accommodate the Naval Special Warfare
11 meter Rigid Hull Inflatable Boat (RIB), the installation of this
stern launch and recovery system will require an additional nine feet
of free board added to the ship hull length. Other changes to the ship
will also result from the addition of this system. The component
fabrication and ship conversion must be accomplished in a manner so as
not to adversely affect the current ships' hydrodynamic and other
characteristics. Due to emergent ship operational requirements,
fabrication of the stern component and ship conversion must take place
within six calendar months from contract award. In addition, certain
aspects of this project will require Bollinger Shipyards, Inc. to
adhere to the Navy's Homeport Restriction Policy. The contract will
require completion of four ship conversions this calendar year and will
contain an option for two additional conversions in CY '00. The parent
craft for receipt of the first stern launch and recovery system for
this class of ship is PC 14, currently under construction at Bollinger
Shipyards, Inc. Because PC 14 is still under construction, a data
package for this conversion effort, which would be suitable for
competition, is not available. As a result of Bollinger's involvement
in the construction of PC 14, Bollinger is in the unique position to
significantly reduce the time and cost required for this effort because
of the following: an existing programmatic infrastructure, technical
expertise, design data, tooling and production facilities that include
a fully compliant ISO 9001 process developed for pre cutting all
required plate and shape to tolerances that preclude the risk of any
substantial re- work during conversion. Bollinger Shipyards. Inc. also
holds the proprietary design rights to the PC class of ships. An award
to any other source would result in substantial duplication of efforts
already accomplished and available at Bollinger and pose inherent cost
and schedule risk that would not be recovered through competition, and
could potentially impact fleet operational readiness. Funding for this
