EXHAUST FILTER CHAMBER (PAINT BOOTH) This is a combined
synopsis/solicitation for commercial items prepared in accordance with
format in FAR Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation and a written solicitation will not be issued. The
solicitation number is F11623-99-T0873 and is being issued as a Request
for Quotation (RFQ). Drawings and Wage Determination are attached.
Solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-04 This is one
complete job. This solicitation is reserved as a small business
set-aside and the associated standard industrial classification code is
3444 and the small business size standard is 500 employees. Work is to
be preformed on building 548, vehicle maintenance paint booth. This
contract is to convert an existing Binks paint spray booth, model No:
PLW-PT65-SBS, serial No: 7940 from a waterfall filtration system to a
dry type filtration system. The booth working area dimensions are
approximately 20_ wide X 20_ high X 65_. Approximate booth overall
dimensions are 20_ wide X 20_ high X 78_ 8_ overall depth. Contractor
will be required to remove existing waterwash chamber, exhaust fans,
and duct work currently used in the waterfall system, and replace them
with a dry filtration type system, with matched exhaust fans, and
exhaust duct work required to support painting operations in the
current paint booth. The government_s vehicle maintenance personnel
will be responsible for the disposition of removed materials. The
Contractor will be responsible for transporting the removed materials
near a storage site determined by the government, located in the
compound area near the paint booth. The system to be installed must
confine, and remove, over-spray and fumes from the area in which
painting is done (paint booth). The unit will operate by drawing
contaminated air through replaceable filters (arrestor pads) which will
prevent overspray residue from escaping into the atmosphere. Unit
should also be supplied with a draft gauge. The exhaust filter chamber
should be sheet steel that will support the existing 18-gauge sheet
steel on which it will be installed. The exhaust chamber should be
coated with a corrosion preventative compound (painted). The contractor
will provide all necessary assembly hardware. All installation to
include welding, cutting, drilling, bolting, sealing, running of
conduit, electrical wiring, switches, electrical breakers, etc. will be
performed by the contractor. The exhaust filter chamber, and all
installed components will meet the requirements of the National Board
of Fire Underwriters, OSHA, Federal and State Environmental
Protectection Agencies, as well as those of the local and state fire
and health regulations. It is the contractor's responsibility to
install this system in accordance with current regulations. The
contractor will perform installation of the dry filter system as a
turn-key operation (turned over to the government in an operational
status). Contractor will supply all necessary instructions, and parts
books to allow the government to properly operate the system and make
repairs once the warranty expires. Contractor will provide warranty
(less replaceable filters) for one year from date of acceptance.
Contractor will be required to provide a complete and inclusive bid
that allows a turn-key operation (i.e. covers all manpower, tools,
equipment, material, and transportation costs associated with the
conversion of the waterfall system to the dry filter system). A site
visit will be held on 26 May at 9:00 A.M. Contractors should meet at
201 E. Winters Street, Building 50. Contractors will proceed to site
area from building 50. (vii) All charges for transportation of
materials will be broken down as a line item on the quote. Materials
will be sent F.O.B. (paid for by the contractor) to Scott AFB Bldg.
548. Government personnel will accept materials, but the contractor is
cautioned that inspection of materials from the trucking firm by the
government will only include a visual inspection of the packing carton.
Provisions at 52.212-1, Instructions to Offerors -- Commercial, applies
to this acquisition. Provision at 52.212-2, Evaluation -- Commercial
Items applies to this acquisition. Paragraph (a) is supplemented to
read: Award of this acquisition will be evaluated on past performance
and price equally. The contractor is required to supply 3 references to
allow the government to evaluate past performance. Recommend past
performed work referenced, be similar to the above request and
performed within the last five years. Offerors must include a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items, with quote. Copy of provision may
be requested by fax at above listed number. Quote will be considered
without completed provision. The clause at FAR 52.212-4, Contract Terms
and Conditions -- Commercial Items, applies to this acquisition.
Paragraph (o) is supplemented to include the following: Contractor
shall provide the government with all standard commercial warranties.
The clause at FAR 52.212-5, Contract Terms and Conditions Required To
Implement Statues or Executive Orders -- Commercial Items, applies to
this acquisition. The clauses at the following subparagraphs apply
(b)(7), (b) (8), (b) (9), (c)(1), and (c)(5). The clauses at DFARS
252.212-7000, Offeror representations and certifications -- Commercial
Items, and DFARS 252.212-7001 Contract Terms and Conditions required
to implement Statutes or Executive Orders applicable to Defense
Acquisition of Commercial Items, apply to this acquisition. DFARS
252.225-7001 applies. The Defense Priorities and Allocations System
(DPAS) does not apply to this acquisition. Contractors are requested to
be registered on the Central Contractor Registration (CCR) to insure
