combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; request for proposal being requested
and a separate written solicitation will not be issued. Solicitation
number M00681-99-R-0013 applies and is issued as a Request for
Proposal. This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-8
and DAC 91-13. This is an unrestricted procurement. The Standard
Industrial Code is 5039 and the business size is 500 employees. This
requirement is for a fixed-price contract. Item 0001: SHEDS,
REPLACEMENT OF SAN ONOFRE MOBILE HOME PARK. Quantity: 148 Each. 6' x
8', gable roof, .19" gauge aluminum heavy duty raised plywood floor (a
least 3/4" plywood), cedar embossed, baked enamel, color shall be
eggshell with eggshell trim or eggshell with brown trim, hinged door
with key lock handle (to include 2 keys), shed shall be constructed on
pressure treated skid, contractor to coordinate removal and
installation schedule with residents, and notify San Onofre Housing
Office of schedule ; Item 0001AA: SHED, REMOVAL OF. remove 145 existing
painted wood sheds, 68 out of 145 are considered accessible, and 77 out
of 145 may not be easily accessible, Prior to removal of shed, by
contractor, resident shall be notified to allow for removal of personal
property; Item 0001AB: SHED, DISPOSAL OF. Government landfill shall be
utilized in accordance with Base Orders. ; Item 0001AC: SHED,
INSTALLATION OF. Location of shed shall be coordinated with resident on
same lot. Installation shall be made in approximately 90 days upon
receipt of order; Item 0002: SHED, REPLACEMENT WIRE MOUNTAIN HOUSING.

OF. Government landfill shall be utilized in accordance with Base
Orders. ; Item 0002AC: SHED, INSTALLATION OF. -- Install new shed on
existing slab. Installation shall be made in approximately 90 days upon
receipt of order; Contractor to coordinate delivery and installation
with the Base Housing Logistics, Attn: Mr. Keith Vargas, (760)
725-3508. Acceptance shall be made at destination. The provision at FAR
52.212-1, Instructions to Offerors-Commercial Items (Aug 1998) applies
to this acquisition. Offerors are required to complete and include a
copy of the following provisions FAR 52.212-3, Offer Representation and
Certifications-Commercial Items (Jan 1999) with their proposals. The
FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items
(Apr 1998), applies to this acquisition. FAR Clause FAR 52.212-5,

Payments Program. DFARS 252.212-7001, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Applicable to
Defense Acquisitions of Commercial Items, applies with the following
clauses applicable for paragraph (b): DFARS 252.225-7001 Buy American
Act and Balance of Payment Program, DFARS 252.225-7036 North American
Free Trade Agreement Implementation Act. Any contract awarded, as a
result of this solicitation will be an order certified for national
defense use under the Defense Priorities and Allocations System. The
Government intends to make a single award to the responsible offeror
whose offer is the most advantageous to the Government considering
price and price-related factors. Provision 52.212-2,
Evaluation-Commercial Items, applies with paragraph (a) completed as
follows and the following factors shall be used to evaluate offers: (1)
Product Information. Specifically, literature such as pictures,
brochures or other descriptive information that adequately describes
the physical characteristics and quality of the offered supplies. (2)
Past Performance. A description of similar work performed on behalf of
the Government or commercial activity. (3) Delivery Time. The offerors
understands of the Governments delivery and installation requirements.
(4) Price. Factors (1),(2),(3), when combined are equal to price.
