is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information contained in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This is Request for Quotation
(RFQ) F08620-99-Q0030. The RFQ incorporates provisions and clauses as
those in effect through Federal Acquisition Circular Number 97-11. This
requirement is 100% set aside for small business, the standard
industrial classification code is 4812 and the small business size
standard is 1,500 employees. However, the small business size standard
for a concern which submits an offer in its own name, but which
proposes to furnish an item which it did not itself manufacture, is 500
employees. The Government anticipates award of a firm-fixed price
requirements contract with an estimated total of 576 pagers being
required during a four(4) month period. However, there is no guarantee
this estimated number will be purchased and there is no minimum amount
to be purchased. Desired delivery is 15 days after receipt of
individual orders issued against this requirement contract. Description
of Requirement: Motorola Advisor pagers, B grade, refurbished with the
original case in good to excellent condition. Each pager shall meet or
exceed Motorola specification sensitivity of _83 dbM and have a
frequency of 138.325 MHz. FOB Destination to Hurlburt Field FL. The
following Federal Acquisition Regulations (FAR) provisions and clauses
apply to this solicitation and are incorporated by reference: FAR
52.212-1, Instructions to Offerors -- Commercial Items with ADDENDA as
follows:(b)(10) The following items are required in addition to
previous requirements of this paragraph. 1. Past Performance
Information. Offerors shall identify past contracts (including Federal,
State, and local government and private) for efforts similar to the
referenced requirement. Limit references for work performed to the last
three (3) years. If the Government discovers that offerors have
neglected to include required past performance information, their
proposal may be removed from further consideration. (d)Product Samples.
Each offeror shall provide with the offer 1(one)-sample pager that
conforms to the Description of Requirement for technical
evaluation.(b)(12) Add: Each offeror shall submit their signed and
dated offer in 1(one) original and 1(one) copy to the 16th Contracting
Squadron, Attn: Leigh Ann Gunter, P.O. Box 9190 or 350 Tully Street,
Hurlburt Field, FL, 32544. The proposal must be signed by an official
authorized to bind your organization. (h)deleted and replaced with:
Award will be made to a single offeror based upon the evaluation
factors listed in FAR 52.212-2(a). (l)(Added)DFARS 252.204-7004,
Required Central Contractor Registration (MAR 1998), is incorporated by
reference into the solicitation and contract. Due to the urgency of
this requirement the Offeror must be currently registered in the
Central Contractor Registration. FAR 52.212-2, Evaluation -- Commercial
Items; FAR 52.212-2, The following factors shall be used to evaluate
offers: (1) PAST PERFORMANCE: References provided will be contacted to
validate the offerors ability to provide a product which meets the
requirements of the customer and the adherence to the established
delivery schedule. Other information on contracts not listed by the
offeror may be solicited and used in the evaluation. Offerors may
provide information on problems encountered on the identified contracts
and corrective actions taken, (2)PRODUCT SAMPLE: The ability of the
Product Sample to meet or exceed the description of requirement will be
evaluated by a team of qualified government technical representatives;
and (3)PRICE. Technical and past performance, when combined, are
significantly more important than price. Each offeror shall include a
completed copy of the provision at FAR 52.2123, Offeror Representations
and Certifications_Commercial Items. The website can be found at
