66 -- ULTRASOUND BEAM ANALYZER SOL SS304 DUE 052699 POC Randy A Manning, Industry Assistance Officer, Phone 757-864-6074, Fax 757-864-9299, Email r.a.manning@larc.nasa.gov WEB: Click here for the latest information about this notice, http://nais.nasa.gov/EPS/LaRC/date.html#SS304. E-MAIL: Randy A Manning, r.a.manning@larc.nasa.gov. NASA/LaRC is hereby soliciting information for potential sources for research and development to support work in the area of ultrasonic field characterization. LaRC is investigating the development and application of many-element ultrasonic arrays for nondestructive evaluation of materials and structures. This requirement is for the acquisition of a Schlieren-based system, which must meet the following performance requirements: 1) provide real-time video output of the ultrasonic field; 2) the optical field of view shall be of variable dimension, with maximum area of no smaller than 12 cm by 12 cm; 3) optics shall provide zooming capability of a factor of x3, minimum; 4) optical output shall be quantitatively related to the ultrasonic beam intensity; 5) the system shall provide image digitization capability (minimum 640x480 pixels at 12 bits) to allow digital processing; 6) the system shall have software capability to analyze an imaged beam to extract typical transducer characterization parameters, including lateral and axial beam profiles, peak intensity, etc; 7) the system shall have hardware and software capability to image a beam from many angles and to tomographically reconstruct the three-dimensional beam distribution; 8) the system shall image both continuous wave beams and pulsed beams. Timing circuitry shall be contained to synchronize the system with the ultrasonic transmitter to allow observation of a propagating ultrasonic pulse during continuously selectable points along its path; 9) the water tank for the system shall be wide enough to accommodate a fixture 40 cm wide and deep enough to place the center of a 40 cm high fixture near the center of the optical field of view; 10) the controlling computer shall have ethernet connectivity; and 11) the system shall be Y2K compliant. The Contractor will be required to provide installation and verification of operation on site at LaRC. Complete documentation for all components of the system, including manuals for commercial, off-the-shelf (COTS) items, operating and service manuals for the Contractor-supplied components and the system as a whole will be required. A minimum of 8 hours training for a minimum of 4 LaRC personnel (Civil Service, students and on-site contractors) will be required. The Standard Industrial Classification (SIC) code is 3829 with a size standard of 500 employees. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, Hubzone small, small disadvantaged, 8 (a), and/or woman owned small business; number of years in business; list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact -- address and phone number). Technical questions should be directed to: Patrick Johnston at 757-864-4966 or e-mail address p.h.johnston@larc.nasa.gov. Procurement related questions should be directed to: Shirley Evans at 757-864-2478 or e-mail address s.d.evans@larc.nasa.gov. While this request is seeking information and capabilities from all interested parties, NASA is also seeking capabilities from small, Hubzone small, and small disadvantaged businesses (which includes Historically Black Colleges and Universities, Other Minority Institutions and women owned small businesses) for the purposes of determining the appropriate level of competition and/or small and small disadvantaged business subcontracting goals. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in Internet "Note A". [INTERNET ONLY (commercial product definition)] This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a Hubzone small business, a small business, or an 8(a) set-aside based on responses hereto. All responses shall be submitted to NASA/Langley Research Center, Attention: Mail Stop 144, Industry Assistance Office, Hampton, VA 23681-0001 no later than May 26, 1999.
