davidj@lanl.gov. The University of California, which operates the Los
Alamos National Laboratory (LANL) under contract to the Department of
Energy (DOE), solicits expressions of interest in obtaining exclusive
LANL license rights to commercialize, manufacture and market the
Combined Thermal/Epithermal Neutron (CTEN) and Crated Waste Assay
Monitor (CWAM) systems, hereinafter referred to as "the Technology".
The Technology comprises two similar passive/active neutron counting
systems for the non-destructive assay (NDA) of waste contaminated with
transuranic and fissile elements contained in waste drums or boxes.
The license will cover both hardware design and software elements of
the two systems. The Technology can be used for any application
requiring the NDA of radioactive waste contained in 84-gal or smaller
drums (for CTEN) or boxes equal in size to or smaller than B-25 boxes
(for CWAM). The Technology will provide assay results that meet
criteria for safeguards termination and waste disposal. Interested
organizations must demonstrate prior professional experience in the
fields of nuclear materials assay, commercial interest in waste NDA for
DOE sites, a capability to support NDA services at DOE sites, and a
commitment to market these systems aggressively. The prototype unit of
the CWAM technology is being delivered to the Oak Ridge site under
contract and interested parties must be willing to support completion
of that system through a funds-in agreement with LANL. Interested
parties must also be willing to provide operational support for that
instrument if the site contractor desires. Any organization interested
in licensing the Technology must respond with a statement of intent.
The statement should describe the organization's technical expertise,
manufacturing and marketing capabilities, financial resources (e.g.,
annual report or corporate resume), commercial motivation, willingness
to support manufacturing operations in the vicinity of DOE sites, and
willingness to support the Oak Ridge site. Upon receipt of a license
applicant statement, LANL will determine which applicant(s) will be
selected for license negotiations based on these statements. There will
be a one time license issue fee and funds-in agreement in support of
this commercialization. For consideration, companies must respond as
required and stated above within 30 days from the date that this
