purpose of this solicitation is to acquire miscellaneous planning
services on various civil works and military projects serviced by the
Corps of Engineers in the states of Washington, Oregon, Idaho, Montana,
North Dakota, South Dakota, Nebraska, Colorado and Wyoming. The work
will consist of but not limited to the following types of projects:
ecosystem restoration, navigation, flood control, marina development,
emergency rehabilitation reports for flood protective works, storm
damage/shoreline erosion reduction, endangered species related
projects, major rehabilitation of hydropower projects and hydropower.
Sample work items may include the following: project/study management,
site specific reconnaissance reports, hydraulic engineering, site
investigation and mapping, survey, plan formulation, feasibility
reports, environmental studies and impacts, endangered species
assessments/evaluations, technical review of reports, economic and
financial analysis, design analysis of alternatives, developing
construction plans and specifications, public involvement,
comprehensive real estate (to include but not limited to appraisals,
ownership, acreage, mapping, relocations, rights of entry, attorneys
opinion of compensability, and real estate plan), and cost estimating.
Significant evaluation criteria in descending order of importance are:
(1) Specialized experience of firm in types of work required, including
familiar knowledge of the locality of the work to be performed. (2)
Professional qualifications and/or experience of firm's staff and
inspectors to be assigned to this project, which are necessary for
satisfactory performance of required services. (3) Past performance on
DoD, government and industry contracts with respect to cost control,
quality of work, and compliance with performance schedules. (4)
Capacity of firm to accomplish the work in the required time. (5)
Capacity of the team to accomplish multiple simultaneous Delivery
Orders in the required time. NOTE: The following criteria are
considered secondary factors and will only be used at Final Evaluation
as tie- breakers. (7) Location of firm in the general geographical
area of the project. (8) Extent of participation of Small Business
(SB), Small Disadvantaged Business (SDB), historically black Colleges
and Universities and minority Institutions in the proposed contract
team, measured as a percentage of estimated effort. (9) Volume of DoD
contract awards to the prime A-E firm in the last 12 months.
Construction support services may be included as an option. A-E will be
required to use M-CACES for cost estimating on this project. The
software will be furnished by the Corps of Engineers after contract
award. Responding firms should indicate ability to access an electronic
bulletin board and automated review management system (ARMS) via modem.
The Government intends to award two contracts as a result of this
procurement. Proposed procurement will result in two one-year, fixed
price indefinite delivery contracts with option to extend for two
additional years; delivery orders of NTE $150,000 each to be issued as
requirements arise. Total contract amount for each contract shall not
exceed $500,000 per year with a NTE amount of $1,500,000 over three
years. Start and completion dates are scheduled for 1 October 1999, 1
October 2000, and 1 October 2001 respectively. Qualified firms desiring
consideration shall submit one copy of SF 255, including organizational
chart of key personnel to be assigned to this project, current SF 254,
and consultant's current SF 254's. Street address for sending

additional project information will be given to A-E firms. Phone calls
are discouraged unless absolutely necessary. This project is open to
both large and small businesses. This is not a request for proposal. It
is anticipated that the selected firm will be required to submit a
subcontracting plan with its fee proposal if it is a large business.
For this procurement, a large business is a concern for which the
annual average gross revenue taken for the last three (3) fiscal years
exceeds $2.5 million. If a large firm chooses to subcontract, it is
recommended that 50 percent of the total planned subcontracting dollars
should be placed with Small Business (SB) concerns. It is recommended
that 9% of subcontracted dollars go to, Small Disadvantaged Businesses
(SDB), and 5% to Women-Owned Small Businesses (WOSB's). WOSB's may not
