combined synopsis/solicitation submitted to the CBD on May 6,1999. A
question has been given to the Government for clarification purposes.
The answer is reiterated herein for all interested parties. The
question is: What type of data is being accessed? The data is
budget-type data, fields that identify a certain level of the data,
i.e. appropriation, budget activity, activity group, subactivity group,
etc. and thousands of dollars budgeted at those levels for the current
year plus 3-6 outyears and current year minus about 5 years. Examples
of appropriations would be Operations & Maintenance, Navy (O&M,N),
Military Construction (MILCON), Operations Navy (OPN), Family Housing
Operations, Family Housing Construction. There are many levels of
detail below appropriation depending on which appropriation it is.
MILCON and Family Housing Construction would have project numbers where
the other appropriations would not. But the other appropriations have
levels of detail that MILCON or Family Housing don't have. In addition
to dollars we store end strengths and workyears for Civilian
Personnel. Our execution systems have data down to what's called the
subhead level. The Resource Allocation Plan stores data about workhours
planned by Activity (ex: Seabee Logistics Center, Naval Facilities
Engineering Command Headquarters, etc) and by product and service code
(type of labor, i.e. Facility Planning) and also the pricing of those
hours by appropriation. The level at which we store data most often
reflects reporting requirements from higher commands. Each of the
systems we have in place stores data at different levels based also on
these requirements. THE DUE DATE FOR PROPOSALS REMAINS THE SAME
