cost comparison study is being conducted for steam operations at
Fairchild AFB WA in accordance with OMB Circular A-76, Performance of
Commercial Activities. The Contracting Office anticipates issuing a
Request for Proposal (RFP) using FAR Part 12 (Acquisition of Commercial
Items) and FAR Part 15 (Contracting by Negotiations). The estimated
basic period of performance is 1 October 2000 through 30 September
2001, with four (4) one-year option periods. The anticipated time frame
for issuing the solicitation is October 1999. Any resulting contract
will be firm-fixed price. The Standard Industrial Classification (SIC)
code is 8744 and the small business size standard is $5 million annual
average gross revenue for the last three (3) fiscal years, including
foreign and domestic affiliates. Contractors shall provide management,
tools, supplies, equipment, and labor necessary to repair, maintain,
and safely operate the central steam plant on Fairchild AFB. The
Contractor's plant maintenance procedures will include safe start-up,
control, operation, and shutdown. The Contractor will be required to
ensure the system produces the appropriate thermal demands and that it
remains environmentally compliant during the production of steam. The
Contractor will be required to ensure proper inspection and
maintenance of auxiliary equipment and system functions; including, but
not limited to, production, control, pumping, emission control, water
treatment, and fuel supply. Plant piping, values, boilers, plant
facilities, and other items shall be maintained according to
appropriate craft and utility codes. Contractors must identify
expertise in the above functions by submitting a capability statement
not to exceed 10 pages in length. The statement should address past
performance for the last three years, award data (i.e., contract
number, dollar value, etc.) for similar contracts previously awarded,
references and points of contacts. Respondents must identify their
business size; if subcontracts are to be used, provide anticipated
percentage of effort to be subcontracted and whether small or large
