contracting Center (AACC) at Fort McPherson, GA is conducting research
to determine interest and capability of potential small business
resources to perform as the prime contractor for Staff Support and
Services at Fort McPherson, GA under OMB Circular No. A-76,
"Performance of Commercial Activities. "Interested small business
sources are requested to download and complete the associated market
research survey file at http://www.forscom.army.mil/aacc/current.htm .
Copies of the survey form can also be obtained by contacting the POC
above for a fax or hardcopy version (to be mailed). Instructions for
completion and submission of the market survey are included on the
form. DO NOT SUBMIT CAPABILITY STATEMENTS. Government personnel are
currently performing services. A cost comparison under OMB Circular
A-76 will be conducted by the Army to determine the most cost effective
mode of operation, i.e., continued performance by government employees
or by a contract performed by a commercial entity. A contract will not
be awarded if government performance is determined to be more
advantageous. This requirement will cover a range of services required
to provide staff support to USAG customers while focusing on quality
practices. Cost comparison study includes various services required in
each of the following functional areas, which may be subject to change
depending upon mission requirements: Operations and Training Service
Center; Personnel Operations Service Center; Resource Management
Service Center; Special Staff- Public Affairs Office and Staff Judge
Advocate; Marshall Hall Building Management, and Public Safety Service
Center. The Standard Industrial Classification Code (SIC) for this
requirement is 8744, Base Maintenance, with a size standard of $20
Million. Any resultant contract will have a performance period which
includes phase-in and a base year with four option periods. The
anticipated contract type is cost plus award fee. Interested offeror's
will be required to submit a technical, management and cost proposal
with associated documentation, to include past performance information.

AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT BE
