R -- ADDITION FOR IMPROVEMENTS TO WSTAR COMPUTER PROGRAM SOL DACW31-99-T-0106 DUE 060499 POC Tony Epps, 410-962-5610 This is a proposed award to only one responsible source under the requirements of FAR 6.302-1. The Baltimore District, U. S. Army Corps of Engineers, intends to award a sole source contract in an estimated amount of $55,000.00 to Dr. Bilal Ayyub, Professor and Director of the Center for Technology & Systems Management, Department of Civil Engineering, University of Maryland to enhance the previously developed WSTAR program that was developed for Headquarters, U. S. Army Corps of Engineers, Washington, D.C. The original WSTAR program was developed for assessing the reliability of engineering components and risk analysis to several performance functions through another contract instrument. The work for this current project will be to modify the current WSTAR program by creating an internet web page and design, developing and placement of links, developing and placement of help and technical documentation, developing passwords and access routines, developing the reporting routines and access summaries, revising the fault tree program, testing and revisions of the current WSTAR program with how the enhancements will interact, and internet reporting. Interested firms would be required to become familiar with the already developed programs and take responsibility for all existing work.
