& Gaza seeks the services of a U.S. firm or organization to provide
professional technical assistance to strengthen the capacity of the
newly elected Palestinian Legislative Council to function as a
legislative body. This program will focus on developing the Council's
capacity in four areas: 1. Enhancing the Council's legislative and
deliberative capacity through clarifying the overall legislative
process, increasing access to information and expertise, and developing
legislative drafting and review skills; 2. Development of
Executive/Council relations through establishing mechanisms for the
Executive budget and expenditure review process, institutionalizing
Council committee and Executive Ministry relationships, and developing
Council Member and staff capacity to monitor, analyze and investigate
executive performance; 3. Increasing interaction with constituents
through improving the functioning of constituency offices, increasing
outreach and dissemination of information, and training Members and
staff on how to relate to the public and the media; and 4.
Strengthening the Council's general administrative capacity through
establishing administrative procedures in the areas of budgeting,
procurement, and personnel, and providing training for Council
