& Gaza seeks to contract for the services of a U.S. firm or
organization to provide professional technical assistance to develop
the elements of an effective Palestinian judicial system. The contract
scope and statement of work will focus on three components: 1)
Increasing the capacity of the judiciary to serve the public through
the development of a judicial training institute with a comprehensive
judicial training program for judges, prosecutors and court staff,
strengthening court administration, the establishment of model courts,
and an increased use of alternative dispute resolution to complement
and support judicial reform; 2) Developing the policy framework for
judicial reform through the creation of a judges' association, and
support for policy analyses; and 3) Improving Palestinian legal
education by working with four Palestinian universities on curriculum
development (focusing particularly on commercial law, ethics,
alternative dispute resolution and human rights), the provision of
information resources, and faculty development. To request a copy of
