COMMERCE BUSINESS DAILY ISSUE OF MAY 14,1999 PSA#2346M -- INTERIM SOLE-SOURCE CONTRACT WITH PENN ENTERPRISES, INC. FOR
CONTINUITY OF LAUNDRY AND DRY CLEANING SERVICES The U.S. Military
Academy, West Point, NY Laundry and Dry Cleaning contract with Penn
Enterprises, Inc. will expire at Midnight on May 31, 1999. On December
23, 1993, the Directorate of Contracting (DOC) awarded the five year
Laundry and Dry Cleaning contract to Penn Enterprises, Inc. The
six-month option to extend services under this contract was exercised
allowing the contract to continue through March 31, 1999. On March 31,
1999, the DOC awarded a two-month continuity of service order for
commercial items, allowing Penn Enterprises, Inc. to continue through
May 31, 1999. The follow-on Laundry and Dry Cleaning procurement is
being conducted under full and open competition after exclusion of
sources. Since the Laundry and Dry Cleaning contract will not be
awarded at the time of the expiration of the current order, DOC intends
to negotiate this second interim sole source Continuity of Services
(COS) contract for commercial items with Penn Enterprises, Inc. The COS
period of performance will be 4 months(06/01/99 through 09/30/99). The
statutory authority for other than full and open competition is 10
U.S.C. 2304(c)(1), only one responsible source and no other supplies or
services will satisfy agency requirements. As the incumbent contractor
with in-place management, operations and labor, Penn Enterprises is
uniquely situated to provide Laundry and Dry Cleaning services during
this interim period. It is critical to the missions of the Laundry and
Dry Cleaning customer agencies that the Laundry and Dry Cleaning
services continue uninterrupted, without loss of functionality,
features, or degradation of services while the services are
transitioned to the new Laundry and Dry Cleaning contract. Vendors who
are interested in this procurement must indicate their interest by May
25, 1999. All responses from responsible sources will be considered. In
addition to the cost for Laundry and Dry Cleaning services, the
evaluation shall consider the impact to switch services, including
individual piece rate -- cash and carry, organizational bulk work, cash
per bundle service, operation of call offices, pick-up and delivery
service, processing claims, maintenance of equipment, cadet payroll
deduction, hospital-medical treatment work, and custodial and
