The estimated cost is between $3,000,000 and $5,000,000. The U.S. Army Corp of Engineers has a requirement for a proposed range will be adequately sized and properly configured aerial gunnery range for Army rotary wing and Air Force National Guard (ANG) fixed wing joint mission requirements. The proposed aerial gunnery range will be located at Range 48 at Fort Drum, New York. Building construction, utility installation, road upgrades, tree clearing, UXO removal, site improvements, wetland mitigation, and down range equipment and systems are required. Project also includes infrastructure required to place and maintain required targets, and scoring system (interface with Television Optical Scoring System (TOSS)). Range layout and infrastructure include remote sensing for scoring, enabling down range operations to be controlled from a safe vantagepoint. The existing multipurpose building will be renovated into a command and control center. Theproject includes, hardwire FAARP with 1-ph electrical, blasting and clearing for line of sight, 1-ph power to bomb circles, shower facility, latrine at FAARP, parking area at FAARP and extending the communication system to Range 48. The "down range" layout will consist of scorable targets required for rotary wing and fixed wing air to ground events. The construction NTP will be split into two parts. The first will be issued with in 30 days after award and will be for the construction of two mitigation sites, bring power to the FAARP, communications to Range 48, and any building construction/renovation awarded. The second NTP will be awarded 1 year later and be for the upgrade of existing roads, work within the Hell Fire zone, remaining work at the FAARP and TOSS System no.5 and the side gunner targets if awarded. The contractor that is awarded this contract will be working with and coordinating their work schedules with the phase I contractor. Completion Time: Beneficial Occupancy on or before 1 October 2001.
