Postal Service is Pre-qualifying contractors for the replacement of an
existing Energy Management System (EMS) and Fire Alarm System for it's
Headquarters building (one million sq./ft. of office space) in
Washington, DC. To be considered contractors must provide the following
minimum information to describe your experience with the design,
installation, commissioning, operator training, and maintenance of
direct digital controls (DDC) systems, which featured replacement
and/or additions to an existing Energy Management System (EMS)and Fire
Alarm System. Construction cost is estimated to be between $1,200,000
and $1,800,000. PROJECT EXPERIENCE: 1. Completed similar types of
projects within the last 5 years with construction costs of $1.0
million or more or where the DDC point count per project exceeded 750
hardware points of HVAC control, and the fire alarm system exceeded 500
detectors, 2. List of projects completed within the last 5 years that
include the establishment and implementation of acomputer-based energy
management interface and a multiplex fire alarm command center for
DDC-operated, addressable devices, 3. List of projects completed within
the last 5 years for which you provided diverse levels of training for
the customer's operator and maintenance personnel at the project site
and in your local office, 4. Provide name and telephone number of
owner and project architect/engineer contacts for each of the above
projects, 5. Experience in providing a guaranteed maximum price (GMP)
from 70% design documents, and success at keeping final project costs
within the GMP. TEAM QUALIFICATION: Proposed project team for design
completion and construction of a combined EMS/Fire Alarm System to
include: 1. Project team organization, 2. Resume of proposed key
personnel, 3. Description of number and types of factory certifications
held by personnel proposed for this project, 4. Assurance that
contractor has the ability to completely engineer, install, commission,
and service all control devices including pneumatics,
electrical/electronics, direct digital controls, or a combination
thereof, 5. Location of the contractor's office in the Washington
metropolitan area, with a minimum sustained presence of 10 years and
proven knowledge of local codes and permit requirements, 6. Description
of product line or lines for which your firm is manufacturer-certified,
and 7. Bonding ability. PROJECT APPROACH: Proposed methodology or work
plan for installing systems in an occupied office building without
interupting the owner's normal business operations. Only the most
highly qualified, financially capable contractors will be
pre-qualified, and asked to submit a proposal based upon 70% design
with a guaranteed maximum price. Contract award will go to the
contractor that provides the Postal Service the best value based upon
