This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP) N00102-99-R-1324. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11, Federal Acquisition Regulation Part 12. These items shall be broken down into three contract line items, each for a different phase of installation. Each installation phase includes wiring and labor for installing the above listed parts for several buildings. A copy of the breakdown of each phase is available only upon receipt of a faxed request. All wiring and installation shall be completed by 1 June 1999. All hardware items shall be delivered FOB Destination (Portsmouth Naval Shipyard, Kittery, Maine). The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors are advised to include a completed copy of the provision at 52.212-3 and 252-212-7000, Offeror Representations and Certifications -- Commercial Items, with its offer.
