synopsis/solicitation for commercial items prepared in accordance with
format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; and a written solicitation will not be issued. The
solicitation clauses and provisions are those in effect through
Federal Acquisition Circular 97-11. The Standard Industrial
Classification (SIC) Code for this acquisition is 3826. The Food and
Drug Administration intends to award a Purchase Order using Simplified
Acquisition Procedures on or about May 24, 1999 to GSI Lumonics on a
sole-source basis to provide a ScanArray 4000 Standard Bichip Scanning
System (100-260v). This system offers: 1) upgradable to a four color
laser scanning system for access to current and future applications; 2)
low depth of focus confocal laser scanning for superior artifact and
dust rejection; 3) sensitivity to <0.1 flluors/micron; 4) up to 10
installable emission channels thirteen different filter available; 5)
excitation wavelengths from 488nm to 6333nm including internal external
lasers; 6) high efficiency 0.8 numerical aperture; 7) real-time image
display for rapid visualization; 8) multi-resolution scanning
capability at 5, 10, 20, 30 and 50 microns to easily select regions of
interest; 9) single-pass 22x73mm scanning fields and view for rapidly
scanning and displaying large arrays; 10) laser stand-by and sleep
modes to extend laser life; 11) patented automatic dynamic range and
channel balancing to further increase scanning automation; 12)
automatic laser monitoring calibration and adjustment for instrument
normalization; 13) patented automatic dynamic range an channel
balancing to further increase scanning automation; 14) a 16-bit data
for linear five-order dynamic range and the most accurate quantitation;
15) graphical acquisition software for Windows NT platform; 16) high
speed TCP/IP network communication interface between computer and
instrument for rapid data transfer and compatibility with many brands
of computers; 17) small benchtop design; 18) precise image registration
for perfect scan-to-scan alignment; 19) automatic dynamic focus for
highest image uniformity across the sample; and, 20) software
adjustable background subtraction and dark current noise correction.
This notice is not a request for quotations; however, interested
parties may identify their interest and capability to satisfy the
government's requirement no later than the response date. Capability
statements must include documentation of an in-depth knowledge and
prior experience with this type of equipment. A determination by the
Government not to compete this proposed purchase order based upon
responses to this notice is solely within the discretion of the
contracting officer. A solicitation document is not available. The
