combined synopsis and solicitation for commercial items prepared in
accordance with the format in FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, offers are being requested and a written
solicitation will not be issued. Best estimated quantity is 26,460
pounds of potassium permanganate that is free flowing grade, dry solid
meeting AWWA Standard B603, 20 percent maximum retained on No. 425
U.S. Standard Sieve, 7 percent maximum through No. 75 U.S. Standard
Sieve, minimum 97 percent potassium permanganate, certified by ANSI/NSF
to ANSI/NSF Standard 60; Drinking Water Treatment Chemicals-Health
Effects. Inspection for quality and quantity shall be at origin.
Variation in Quantity will be plus or minus 10 percent. Contractor
shall provide complete mailing address, points of contact, fax, and
phone numbers for placing orders. Product shall be delivered in 30 gal
22 guage steel drums, approximately 29.5 inches high and 20 inches
diameter. Offers differing from these dimensions will be considered but
may be rejected due to space constraints. All deliveries shall be made
on an FOB Destination basis. The Contractor shall clearly label all
containers with product name and grade/purity information. Product
shall be provided on a per call basis with a minimum of 2 weeks advance
notice. Authorized ordering officials shall be identified in the award
document. Offers may be submitted addressing a minimum quantity per
shipment. A Material Inspection and Receiving Report (DD Form 250) or
commercial shipping document shall be prepared and distributed by the
Contractor. Contractor shall be responsible for ensuring full
compliance with all applicable packaging/packing, blocking and bracing,
marking, labeling, placarding and shipper certifications in force and
effect on the date of the shipment in accordance with the rules and
regulations applicable to the mode of transportation and ultimate
destination. The Contractor shall have written procedures for the
sampling and testing of the product from shipping and storage
containers as well as handling, packing, marking, and shipping of
containers. Contractor shall furnish Material Safety Data Sheet (MSDS).
This solicitation will result in a single award for a one year period.
Award will be made to the lowest priced, technically acceptable
offeror who is on file with the Central Contractor Registry at the time
of award. Required response date is 28 May 1999 at 3:00 P.M. Eastern.
This is an unrestricted solicitation document that incorporates
provisions and clauses through FAC 97-11, March 4, 1999. The SIC Code
for this procurement is 2819 and small business size standard is 1,000.
Offerors shall provide information required by FAR 52.212-1,
Instructions to Offerors -- Commercial Items. FAR 52.212-5, Contract
Terms and Conditions Requied to Implement Statutes or Executive Orders
-- Commercial Items is applicable. PROPOSAL MUST CONTAIN THE
INFORMATION REQURIED BY FAR 52.212-1, INSTRUCTIONS TO OFFERORS, TO BE
ACCEPABLE. OFFERORS MUST INCLUDE OFFEROR REPRESENTATIONS AND
