S. Jackson, jeffrey.jackson@msfc.nasa.gov. NASA/MSFC plans to issue a
Request for Proposal (RFP) for the provision of support to the Soft
X-Ray Telescope (SXT) operations at the Institute of Space and
Astronautical Sciences (ISAS) in Japan. This will include providing a
SXT Chief Observor, monitoring and evaluating the SXT health,
calibration and performance, assisting visiting scientists, and support
for data reformatting, distribution and archiving. The contractor shall
also maintain the computer system in Japan purchased under contracts
NAS8-37334 and NAS8-40801, maintain the software and develop new
software as required to keep the system functional or make it more
efficient. The contractor shall support the United States SXT science
investigations, data reduction, data distribution, data analysis and
publish results of the investigation. The contractor shall also review
and update mission support hardware as required to efficiently
continue mission support activities as well as encourage the use of SXT
data to the general public through public outreach programs. NASA/MSFC
intends to purchase the effort from the Lockheed Martin Advanced
Technology Center (LMATC), Palo Alto, California, under the authority
of a Justification for Other than Full and Open Competition. As the
developer of the X-Ray Telescope (XRT) instrument, a component of the
SXT, LMATC has been the science operations and data analysis provider
for the SOLAR-A mission in support of this instrument. As such, LMATC
has unique knowledge and insight into the design, operations and
support of the SXT. In addition, LMATC possesses non-restricted access
to data limited by international agreement, and as such is subject to
the ISAS agreement rather than being under the direct control of NASA.
The Government does not intend to acquire a commercial item using FAR
Part 12. See Note 26. RFP will be released on or about 45 days after
publication of this synopsis in the CBD. Firm date for receipt of
proposals will be stated in the RFP. All responsible sources may submit
a proposal which shall be considered by the agency. An Ombudsman has
