hillebtw@id.doe.gov or hamersc@id.doe.gov. The U.S. Department of
Energy (DOE), Idaho Operations Office (ID), Procurement Services
Division (PSD) is seeking competitive offers for a cost plus fixed fee
completion type contract for environmental surveillance, education and
research at the Idaho National Engineering and Environmental Laboratory
(INEEL). This acquisition will be on an unrestricted basis, and DOE
encourages offers from commercial for-profit, not-for-profit
organizations, and universities. DOE laboratories may not submit
offers, as the work must be performed by a source independent of DOE
laboratory entities. One base year with four, one-year unilateral
extension options (solely at the Government's discretion) are
anticipated. The work will be for environmental surveillance, education
and ecological research of geographical areas peripheral to and on the
INEEL. The INEEL is located on 890 square miles in southeast Idaho at
the northeast reaches of the Snake River Plain. Within the complex are
nine major applied engineering, interim storage, and research and
development facilities. The services required include: 1) Wildlife,
habitat and vegetation surveys, studies and research; 2) offsite
environmental surveillance, including sample collection and analysis of
air, water, soil, milk, wheat, lettuce, and animal tissue (domestic and
wildlife) for radionuclides, including the analysis and reporting of
data obtained; 3) sitewide research about endangered wildlife species,
pollutants in the environment, and revegetation, and; 4) diverse, but
program-specific research projects, including a demonstration of a
biobarrier for environmental restoration or waste management areas,
assessment of iodine 129 levels in the environment, and impact of
effluent disposal in lined ponds. Estimated cost for the services is
approximately $1.67M to $1.9M per year. The services are currently
being provided by the Environmental Science and Research Foundation
(ESRF) of Idaho Falls, Idaho, under contract with this office. The
contract with ESRF expires on October 31, 1999. In addition to being
able to complete the work objectives, proposing entities must have
oversight participation by non-DOE interests including regional and
State of Idaho educational institutions. Certain environmental data
generated by the work is provided to DOE Headquarters, the
Environmental Protection Agency and the State of Idaho. With oversight
participation by state and regional stakeholders, state and public
confidence in INEEL operations is enhanced. Much of the ecological
research work is performed by subcontract to state and regional
educational institutions. Hence, questions concerning data validity is
diminished and the objectivity and independence (from DOE) of the work
are ensured. In order to actively support the Government's initiative
to enhance the use of electronic commerce in the federal acquisition
process, the solicitation will be available in both PDF format and
Microsoft Word 97 format at the following URL address:
http://www.id.doe.gov/doeid/psd/solicit.html. This website will be the
official distribution medium for this solicitation and interested
offers should frequently check this website for amendments, notices,
changes, questions and answers, or any other pertinent information
relating to this solicitation. No paper copies or diskette copies of
this solicitation will be distributed by the agency. It is anticipated
that the solicitation will be available on the above website on or
about June 1, 1999, and public comments and questions are due to ID PSD
no later than June 18, 1999. All questions must be submitted through
the website question section. Questions may be submitted anytime up to
June 18, 1999 and answers will be posted thereon by the agency as they
are developed. Award is anticipated by September 30, 1999, with a start
date of November 1, 1999. Posted 05/13/99 (W-SN331416). (0133) Loren Data Corp. http://www.ld.com (SYN# 0006 19990517\A-0006.SOL)
