Observable (LO) maintainability has been identified as a top priority
technology need by the US Air Force Air Combat Command. Primary LO
features driving maintainability problems are damage and repair of high
and low temperature Radar Absorbing Materials (RAM), Radar Absorbing
Structures (RAS), and Gap Treatments. Also, confidence of returning
desired LO qualities with field level maintenance activities is often
low due to the lack of portable Nondestructive Evaluation (NDE)
equipment. The Materials Directorate of the US Air Force Research
Laboratory will solicit proposals for FY00 new starts addressing issues
in the following technology areas: low temperature RAM removal and
repair, RAS repair, durable high temperature RAM coating development
and repair, innovative gap sealants development, intrinsically
conductive elastomers, and field level LO NDE tool development. The
approximate total value of FY00 programs is $8.3 million with duration
of programs from 24 to 48 months. This is a notice of a future broad
agency announcement (BAA), as well as a notice of a Bidder's conference
to be held on 9 June 1999 beginning at 8:00am at Wright-Patterson AFB
Ohio 45433, Area B, in Building 653, Cafetorium. The Bidder's
conference will be unclassified and limited to US citizens and US
companies only. There will be technical briefings during the morning
timeframe, with time allowed for questions and answers. Also, potential
offerors may meet privately in the afternoon with the Government Team
to discuss specific unclassified competition-sensitive questions they
may have on this procurement. If a bidder wishes to conduct a separate
(proprietary) classified meeting with the members of the government
technical team, contact Doug Carter at 937-255-7483 and arrangements
will be made for the following date (10 JUN 1999). Requests for copies
of the Low/Counter Low Observable (LO/CLO) Security Classification
Guide should be referred to Mr. Tom Holcombe, 937-255-0274. Any
security requirements beyond the (LO/CLO) Security Classification Guide
should also be referred to Mr. Holcombe. Offerors interested in
attending this Bidder's Conference and/or setting up a private
appointment with the Government Team must contact Mr. Doug Carter at
937-255-7483 no later than 1 June 1999 and arrange for their
attendance. A Broad Agency Announcement (BAA) will be solicited in the
mid JUNE 1999 timeframe on the following web site:

be available at the Bidder's conference and on our web site as stated
above, after the conference. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or Contracting
Officer, but to communicate Contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman shall maintain strict confidentialityas to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the selection decision. Interested
