a Request for Quotation (RFQ) for a system study comparing the cost,
mass, and technical risk of various photovoltaic (PV) power generation
and power management and distribution (PMAD) technology options for
one or more SSP concepts. PV power generation options will include: a)
planar multi-bandgap cells; b) multi-bandgap concentrator cells; c)
thin film planar; and d) rainbow cells. PMAD options will include: a)
AC distribution; and b) DC distribution. The results will be documented
and used to help formulate technology plans and roadmaps for future PV
and PMAD technology development. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to
purchase the system study from PCS Inc. on a sole source basis. The
statutory authority permitting other than full and open competition is
Federal Acquisition Regulation (FAR) 6.302-1, 10 U.S.C. 2304(c)(1).
PCS Inc. specializes in computer modeling of aerospace power systems
and owns several company-proprietary photovoltaic and power management
and distribution performance codes which are integrated with NASA
codes for modeling end-to-end system performance of space solar power
systems. The Government intends to acquire a commercial item using FAR
Part 12. http://genesis.gsfc.nasa.gov/nasanote.html. Interested firms
have 15 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. PLEASE
