order for a sole source procurement, via the authority granted by FAR
6.302-1, is planned to be provided to Southwest Research Institute as
described by Numbered Note 22. Southwest Research Institute is the only
known qualified source available to perform this task. The Air Force
Research Laboratory Munitions Directorate (AFRL/MN) requires the
selected contractor to conduct probabilistic sensitivity analysis of
the Holmquist-Johnson-Cook material model parameters on the computed
penetration depth and maximum penetrator loading. The penetration
calculations shall be performed using the EPIC computer program
installed on contractor computers. The government will supply a working
EPIC input deck and data for characterizing the random variables. The
contractor will interface the NESSUS probabilistic computer program
with EPIC, characterize the model input parameters, and perform a
probabilistic sensitivity analysis. Routine questions concerning this

that all respondents recognize that this synopsis is published for
information and planning purposes only. It does not constitute an IFB
or RFP, and in no way binds the Government. After qualification
statements have been screened, a solicitationmay be issued to those
prospective sources, which in the sole judgment of the purchasing
activity have the potential to successfully fulfill the requirements of
the planned contract. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate concerns during
the proposal development phase of this acquisition. All potential
offerors should contact established channels to voice concerns before
contacting the Ombudsman. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the selection
decision. The Ombudsman should only be contacted with issues or
problems that have been previously brought to the attention of the
contracting officer and could not be satisfactorily resolved at that
