(415) 522-3157 This is a modification to the previous published
synopsis dated May 7, 1999. This is still a small business set aside.
The submission requirements and selection criteria have been modified
as indicated below: SELECTION CRITERIA. The General Services
Administration (GSA) wants top-quality design for the Foley renovation
project. GSA wants to use the design of this project to open up
greater opportunities for emerging talent and small, small
disadvantaged, and women-owned businesses. For this, GSA has created
Design Excellence Procedure that stresses creativity in design and
quality in construction. Selection suitable offerors will be based on
the offerors response to this RFQ. Each offeror will submit its
qualifications in the format prescribed by the Design Excellence
Procedure. Every offeror in response to the opportunity created here,
will submit a short portfolio. The submitted portfolio will include:
Five(5) sets as follows:(1) A cover letter referencing the CBD
announcement and briefly describingthe firm and its location,
organizational makeup, and noteworthy accomplishments; (2) Modified
Standard Forms 254 and 255, which can be obtained from Ms. De La Torre,
CO listed in the CBD announcement; (3) Documentation of up to five
outstanding projects completed within the past ten years. Documentation
will include a one-page typewritten description of each project,
spelling out design objectives, approach, results, project
significance, key features, and awards or peer recognition. Up to three
8- by 10-inch illustrations (photographs, drawings, computer-generated
art) should be submitted for each project. These can be before and
after photos, interiors, elevations, or other visual evidence of
quality design; (4) A statement of intent by the proposed lead designer
(maximum of two pages) that conveys his or her design philosophy,
understanding of current design issues, and approached and solutions
applicable to the Foley project; (5) A profile of the proposed design
leader and design team, caliber of team members, covering education,
professional experience, and accomplishments; (6) A lead designer
portfolio documenting up to three projects. This should be no more than
one typewritten page of narrative and three 8- by 10-inch illustrations
for each project. The offeror will provide the following assurances:
(a) it has the resources available to handle this project; (b) the
proposed design team is sufficiently experienced in designing federal
buildings and courthouses; and (c ) the design team is familiar with
the technology and security aspects of federal buildings and
courthouses; and if awarded a contract, it will deliver a finished
building that relates to the fabric and aesthetics of the existing
building architecture and the surrounding buildings. Consideration for
the selection of the A/E firm is not restricted to any geographic
area.However, if an A/E firm from outside of the State of Nevada is to
be considered, the firm must establish a local office in Las Vegas for
the duration of this project with the key A/E personnel residing in the
greater Las Vegas area. This approach is to avoid loading the budget
with travel and long commuting expenses generated by the A/E project
