(PACNAVFACENGCOM), Pearl Harbor, Hawaii plans to acquire a firm-fixed
price contract for Architect and Engineering services to prepare
various environmental impact documents, cultural resources management
plans, natural resources management plans, environmental studies of
various types normally used by U.S. Navy and technical services related
to such documents as may be requested for projects and activities at
various locations in the Pacific Area. The contract shall not exceed
twelve months or $1,250,000 total fee, whichever comes first. The
Government reserves the option to extend the contract for an additional
three (3) years for a total of four (4) years, with a maximum fee of
$1,250,000 per year. The SIC for this procurement is 8712,
Architectural Services -- average annual income for the past three
years is $2.5 million. THE PURPOSE OF THIS NOTICE IS TO DETERMINE THE
FEASIBILITY OF A SMALL BUSINESS SET-ASIDE FOR THIS PROJECT BY EXPLORING
POTENTIAL SMALL BUSINESS FIRMS. Small business firms who are interested
must submit their qualification statement to the Commander,
PACNAVFACENGCOM, Acquisition Department, Pacific Environmental
Contracts Division (ACQ231), 258 Makalapa Drive, Suite 100, Pearl
Harbor, Hawaii 96860-3134 by 2:00 p.m. HST, on May 27, 1999. If hand
carrying Qualification Statement, please deliver to Pacific
Environmental Contracts Division, Clean I Contracts Branch (ACQ0231),
Building 223, South Avenue, Pearl Harbor, HI. Qualification Statements
received after this date will not be considered. Primary tasks
anticipated are the preparation, updating and review of environmental
impact documents. The term environmental impact document, includes but
is not limited to, such documents as: (1) Record of Categorical
Exclusions (RCE), Environmental Assessments (EAs) and Environmental
Impact Statements (EISs) in conformance with the National Environmental
Policy Act (NEPA) of 1969 and the regulations of the Council on
Environmental Quality that implement NEPA procedures, 40 C.F.R. Parts
1500-1508; (2) Documents required for consistency determination under
the Coastal Zone Management Act (CZMA); (3) Documents for consultation
under Section 7 of the Endangered Species Act of 1973, Native American
Graves Protection and Repatriation Act Regulations (PL 101-601) and
Section 106 of the National Historic Preservation Act of 1966; (4)
Integrated Natural Resources Management Plans (INRMP) as required by
the Sikes Act Improvement Amendments of 1997 and associated NEPA
documentation in accordance with Memorandum from the Assistant
Secretary of the Navy (Installation and Environment) of 12 Aug 98, (5)
Finding of No Significant Impact (FONSI), (6) Notice of Intent, (7)
Record of Decision (ROD) and general planning document or the
requirements of such other governmental agencies for which
PACNAVFACENGCOM may be tasked to provide. Secondary tasks may include:
(a) any preparatory work, presentation, briefing, consultations, study
or report which may be required prior to the initiation of any
environmental impact document; (b) supporting studies for RCEs, EAs,
and EISs such as flora and fauna studies, land management
plans/studies, cultural (historic and archaeological) studies and
consultations, historic preservation studies/plans, noise studies, air
and water surveys, traffic surveys, electromagnetic and radio
frequency interference studies, hazardous waste impact studies,
socio-economic impact studies, and studies on other components of the
environment which may be affected by the proposed action; (c) general
planning studies; and (d) assorted environmental planning
guides/brochures. Other technical services may include preliminary site
assessment studies (including topographic, geotechnical, hazardous
materials, and infrastructure) associated with the proposed action,
civil engineering services, and feasibility assessments. Other
technical services may also include word processing, graphics,
reproduction, manuscript editing, preparation of presentation and
briefing materials (in electronic format and hard copies), coordination
with government agencies, and other services related to environmental
impact documents under preparation by the A-E or by PACNAVFACENGCOM.
The contract scope may require evaluation of and definition of asbestos
materials, toxic waste disposition and/or pollution control works. If
asbestos or hazardous materials exist, the A-E contractor may be
required to identify, evaluate and recommend alternative methods for
disposal in accordance with applicable rules and regulations.
Interested parties are requested to submit their Qualification
statement with the following information: (1) name and address of firm;
(2) size of business, size status, e.g. small, small disadvantaged, or
8(a), number of years in the business; (3) average annual revenue for
the past three years, number of employees, type and quantity of
in-house expertise; (4) professional qualifications of the firm and
staff proposed for preparing environmental impact documents in
accordance with the National Environmental Policy Act (NEPA) of 1969
and the regulations of the Council on Environmental Quality that
implement NEPA procedures, 40 C.F.R. Parts 1500-1508 for U.S.
Department of Defense, in particular the U.S. Navy, in the Pacific
area; (5) list of applicable projects for the last three years,
indicating contract number, project description, contracting
officer/owner's point of contact and telephone number; (6) specialized
recent experience and technical competence of firm and particular
staff members in the preparation of environmental impact documents to
including technical engineering studies and environmental engineering
considerations. Specialized experience shall include, but not limited
to, knowledge of environmental laws and regulations, biological
resources, cultural resources, traffic, noise, electromagnetic and
radio frequency interference, air quality, and water quality; (7)
Capacity to accomplish the work in the required time and ability to
handle multiple projects at the same time. Indicate the firm's present
