This acquisition is for information technology services, particularly programming, conversion, implementation conversion, system analysis and design support for the Enhanced Position Location Reporting System (EPLRS) Training Simulation Program (TSP). Negotation is proposed with Sierra Cybernetics, Yorba Linda, CA pursuant to FAR 6.302-1(a), Only One Responsible Source. Sierra Cybernetics is the developer of the EPLRS Training Simulation Program and is the only source who possesses the requisite knowledge and technical expertise to meet the Government's requirements to re-host the TSP on the latest version of the EPLRS downsized Network Control Station (NCS) in order to meet the fielding schedule at Fort Gordon, GA in August 1999. The proposed contract action for this acquisition is a time and materials order against GSA Schedule contract GS-35F-5048H. Solcitation DAAB07-99-R-C764 is expected to be issued to the Interagency Interactive Business Opportunity Page (BOP), formerly the CECOM Business Opportunity Page on or about 1 Jun 99 with a proposal due date of 16 Jun 99.
