RECs are to serve as the focal point for information and coordination of State and local environmental issues. Legal and technical staffs of Component and DoD RECs, Service Regional Environmental Office (REO) and individual Army, Navy, Air Force, Marine Corps facilities will use the information provided through this requirement. The work required will consist of monitoring anticipated and proposed State environmental regulatory and statutory requirements, including requirements of local agencies such as air and water districts, across all environmental media, that may impact Department of Defense (DOD) operations in the areas of concern; and prepare comprehensive reports on specific legislative or regulatory issues as identified. The contract type will be Firm Fixed Price with Indefinite Delivery/Indefinite Quantity (ID/IQ) provisions for one year in duration with three (3) one-year options. The award will be made on the basis of the best value to the government including factors such as Past Performance, Technical Capability, and Management Capability.
