(DOE) Office of General Counsel (OGC) with professional legal support
services. The scope of work requires a law firm with expertise in a
unique and specialized area of the law -- practice before the Nuclear
Regulatory Commission (NRC) involving legal matters related to the
licensing activities of the DOE Office of Civilian Radioactive Waste
Management (OCRWM). The OCRWM is responsible to develop a system for
the safe and final disposal of spent nuclear fuel and high-level
radioactive waste system generated by commercial nuclear facilities and
federal defense nuclear facilities. The activities under the contract
primarily would relate to the preparation and defense of a potential
license application for the nation's first spent nuclear fuel and
high-level radioactive waste geologic repository at the Yucca Mountain,
Nevada site including preparation of written analyses, recommendations
and documents, and ensuring compliance with regulatory requirements
attendant tothe licensing process. The work will be performed in
Washington, DC and Las Vegas, NV. Award of the contract will be subject
to an Organizational Conflicts of Interest (OCI) review. A firm will be
deemed to have an OCI if the firm has represented in the last five
years, or is currently representing a party or parties that are
involved in litigation, either administrative or judicial, against the
Department of Energy involving the Standard Contract for Disposal of
Spent Nuclear Fuel and/or High-Level Radioactive Waste (10 CFR Part
961). This acquisition is UNRESTRICTED and is open to both small and
large business concerns. No telephone requests for the solicitation
will be accepted. The acquisition is planned for release on or about
early June, 1999, and will be available for downloading on the Internet
from "Current Business Opportunities at Headquarters Procurement
Operations" home page located at address
http://www.pr.doe.gov/solicit.html. No paper copy of the solicitation
will be made available. Prospective offerors that do not have the
electronic capability to download the solicitation shall submit a
written request (no facsimile) to the Document Control Specialist
(MA-543) for a diskette copy of the solicitation. The requestor must
include a self-addressed stamped envelope and a MS-DOS formatted high
density 3 " virus free diskette suitable for downloading of the
electronic solicitation. Offerors who fail to submit an appropriate
diskette, or self-addressed envelope, will not receive the
solicitation. It is the responsibility of all prospective offerors,
after receipt of the solicitation, to provide written notice to the
Document Control Specialist of their continued interest in receiving
