R -- DEVELOP COMMUNITY GUDEBOOK OR REUSING DOE FACILITIES POC Ron Barnes, Contract Specialist, 202-426-0097 The Department of Energy intends to negotiate a firm-fixed-price contract with only one source, Energy Community Alliance (ECA), under authority of 41 U.S.C. 253(c)(1) only one responsible source. ECA will provide a community guidebook to assist those who want to learn more about community transition and understand many of the unique economic, environmental and other issues associated with reusing a DOE facility for non-Federal uses. ECA will work with a team of DOE staff to research the process to assist communities to deal with the complex property transfer, environmental cleanup, and reuse issues that each community acquiring property has to address. Further, ECA will exhibit success stories already existing for communities to gain ideas and move forward with their reuse efforts and create jobs. This community guidebook will also include chapters written by the people who have already been through the process of working with DOE, EPA, other Federal Agencies, State regulators, private business and lenders and provide insight into the process.
