R -- GRANTS MANAGEMENT PROCESS STUDY SOL 99-MCHB-30A(KL) DUE 063099 POC Kimberly Lewis -- (301)443-4540 The Health Resources and Services Administration (HRSA) is soliciting proposals in accordance with the Simplified Acquisitions Procedures in Part 13 of the Federal Acquisition Regulations (FAR). The proposed purchase order shall be for a period of six (6) months. The purpose of the procurement is to analyze sources documents and a) describe the major grants management activities prescribed by those documents starting with budget planing and ending with closeout functions; b) assess the extent to which activities engaged in by Bureau grants and program staff comply with source document requirements; c) describe and clarify program staff and grants staff roles and responsibilities relative to the grants management process; d) describe the availability of management controls and information technology and their utilization in the management of the grants process; e) identify performance expectations of both program and grants mangement staff, and f) develop recommendations for corrective actions, as needed.
