052499 POC Linda Round, 202-502-1330 The Federal Judiciary has an
urgent requirement for the implementation and ongoing support services
in providing administration of the Judiciary's Flexible Benefits Plan
(hereafter referred to as the plan) to be offered to judicial officers
and employees. As a result, the Administrative Office of the U.S.
Courts (AOUSC) will award a contract that will provide, both open
enrollment and ongoing administration, of the Judiciary's plan, to
include pre-tax accounts for health care spending, dependent care
spending, medical premium conversion, and commuter benefits. The
Judiciary has a current legacy payroll/HRIS system which is a 30 year
old mainframe system. It is unable to convert annual elections to
payroll period contribution amounts, or to determine contribution
adjustments due to retro or refund situations. This system is currently
being enhanced to add deduction and year to date fields for both the
health and dependent care contributions. Further, the Judiciary has
plans to convert all HRIS and payroll to PeopleSoft 7.5 over a
three-year period beginning in 2000. The resultant contractor for this
award will be required to interface with both of these systems. During
October of 1999, the requirement will necessitate the resultant
contractor to conduct the flexible spending accounts open enrollment
for the year 2000. Further, effective January 1, 2000, the resultant
contractor will be required to provide ongoing administration and
subsequent annual open enrollment services for the plan. The proposed
contract will be awarded for a base year with four, one-year options.
The minimum mandatory requirements which an offeror must pass, in order
to be further evaluated for award are; 1) demonstrate at least five
years of experience providing benefit administration outsourcing
services with an increasing client base, 2) have clients with more than
25,000 eligible employees, and 3) have conducted and measured customer
satisfaction surveys in the past three years. The solicitation will be
