The Indian Health Service (IHS) intends to award a 12-month a SOLE-SOURCE Simplified Acquisition order as a Buy Indian Set-Aside, 25 U.S.C. 47, to Robin LaDue, PhD., Renton, Washington, to continue development of a handbook for aprents and care givers of children and adolescents with fetal alcohol syndrome/fetal alcohol effects (FAS/FAE). The proposed contractor shall complete the handbook based on previous literature search which is compatible with the outline developed for same. The handbook shall be written specifically for the use of American Indian and Alaska Native (AI/AN) parents and care givers of FAS/FAE children and adolescents. The parents and care givers handbook shall focus on the following specific health status objectives: (1) to develop a culturally specific handbook to be used by AI/AN parents and/or care givers to elevate the social, moral, and emotional potential of children and adolescents already diagnosed as FAS or FAE; (2) increase the knowledge of parents and care givers as to the care and support in the overall development of FAS or FAE children; and (3) foster collaboration and coordination of the IHS efforts with the tribes and the tribal communities in the development of training material by utilizing professional having clinical experience and expertise with American Indian/Alaska Native children with FAS/FAE.
