(A) The Partnership for Economic Growth (PEG), a joint activity of the United States Agency for International Development (USAID) and the Government of Indonesia (GOI), is seeking applications for Linkage Grants from Indonesian and U.S. organizations willing to form long-lasting partnerships to work on significant economic management and policy issues. On or about June 7, 1999, a Request for Applications (RFA FY 99) will be issued by the PEG Project in Indonesia. All applications should be submitted to the Grants Manager at the date stated in the RFA. Applications for Linkage Grants will be solicited competitively and evaluated against the criteria specified in the RFA. The PEG Project may award up to six (6) grants, in amounts between $250,000 and $750,000 each, for periods of no less than one (1) year and no more than two (2) years. Recipients are expected to contribute non-USAID resources to a cost sharing arrangement. PEG will be especially interested in applications which focus on issues related to the primary results of the strategic agreement for addressing the current economic crisis in Indonesia, recovery of the economic and financial systems. A secondary and important focus is to continue to address the objectives for economic growth agreed to between USAID and the GOI, namely: (1) improved policies and practices to promote increased openness to international trade and investment; and (2) improved policies and practices to promote strengthened domestic economic competition. Since the objective of the PEG Project is to promote the sustained exchange of intellectual capital between the two countries on significant economic issues, all applications must involve joint work between at least one U.S. and one Indonesian organization. Partnerships are expected to involve the following sorts of entities: government agencies or departments, universities, private research organizations or think tanks, professional associations, other Non Governmental and Private Voluntary Organizations (NGOs, PVOs) and trade associations. Examples of the types of focus areas in which PEG could support grant applications are as follows: The Role of Government in a Market Economy, Financial and Corporate Restructuring, International Trade, Decentralization and Small and Medium Enterprises. Please note that these examples are purely illustrative. (B) It is anticipated that the PEG RFA FY99 will be available to download from the Project web site on or about June 7.
