Veterans Integrated Service Network VISN 3 anticipates negotiating a
Sharing/Use of Space Agreement, for a three floor freestanding building
located at the St Albans Health Care System (34,500 square feet) to an
outside concern with verifiable credentials, expertise and the
financial wherewithal to develop and provide innovative programs to
serve veterans of diverse ages and needs. The Developer/Operator will
finance, maintain and manage this building. All costs of renovating and
operating will be the responsibility of the User. The developer is
expected to reimburse the VA for building support services borne by the
government, plus the fair market value of the space. This space shall
be equipped and staffed by Sharing Partners' Personnel and maintained
by VA according to VA New York Harbor Health Care Systems Standards. It
is anticipated that this center will serve the veteran community in the
Greater New York area. Building will not be torn down and rebuilt.

Request for solicitation documents may be obtained by written request

must be received by COB May 24, 1999. Requests must reference the
solicitation No. RFP 10N3-115-99. PRE-BID CONFERENCE will be held on
May 25, 1999 at 11 o'clock in the Directors' Conference Room, main
building, 1st floor E wing, at the VA New York Harbor Health Care
System St. Albans Campus, 179 Linden Blvd., St. Albans, New York 11425.
Receipt of Proposals will be COB June 10, 1999. Concerns that respond
should furnish detailed data concerning their capabilities plus at
least five years experience, plus three of both personnel references
and financial references. Tax returns for the past three years may be
requested before contract award. All proposals will be evaluated by a
Technical Evaluation Board membership established by the Medical Center
Director Council. Contract award will be based on competitive
negotiations and will be made to the responsive, responsible offeror
whose proposal conforms to the solicitation requirements and is most
advantageous to the VA, price and other factors considered. The
Contracting Officer is interested in limiting discussions of offers and
reserves the right to make an award based on initial proposals received
without holding further discussions. The VA will not pay any cost
