INDUSTRY FORUM ANNOUNCEMENT The Defense Energy Support Center (DESC), in conjunction with Fort Hood, Texas and the United States Army Forces Command, seeks to obtain information regarding a Utility Partnering Arrangement that may involve ownership, management, modernization, operation, and maintenance of utility systems at Fort Hood. The utility systems under consideration include electricity, natural gas, water, and wastewater collection and treatment. The potential benefits expected include increased system reliability and responsiveness, reduced downtime, and lower utility costs. Cost savings may result from integrated operation and management of on-site infrastructure, more efficient end-use of energy and water, and potential reductions in commodity costs through such things as Partner-owned on-site generation. This notice is issued to determine market interest in establishing a Utility Partnering Arrangement with Fort Hood, and to gather industry recommendations on how such a partnering arrangement could be structured and recompensed. To assist the Government in this effort, an industry forum will be held at Fort Hood, Texas on June 9, 1999 to further discuss all aspects of the proposed partnering arrangement. Parties interested in attending are requested to notify the Government via e-mail. Please provide the name of your company, the names of those attending along with their phone numbers and e-mail addresses. Specifics concerning the Industry Forum, including details on the location and time, are posted on the DESC website, as is additional information concerning Fort Hood's utility infrastructure and energy and water usage. Also available on the website is a preliminary description of the Utility Partnering Arrangement concept. Further information may be provided at the Industry Forum. The Government contemplates the issuance of a Request for Information (RFI) to further explore the proposed concept if sufficient interest is displayed at the Industry Forum. A brief tour of key utility infrastructure at Fort Hood will also be provided in conjunction with the Industry Forum. This will be a limited opportunity for those interested in responding to the Government's proposed RFI to inspect this infrastructure.
