Grounds Maintenance Services for McConnell AFB, Kansas to include the Military Family Housing area and six (6) inactive missile sites, located in surrounding counties. The total number of acres covered by this requirement is approximately 1,200. This acquisition is offered as a competive 8(a) set-aside with no geographic restrictions. This is a new Performance Based Procurement utilizing best value commercial item procedures as set forth in FAR Part 12 for the purchase of grounds maintenance, related services and snow removal for McConnell AFB. This solicitation, once issued will be available only on the Internet at www.eps.gov. Paper copies of this solicitation will not be available. It is the responsibility of the offeror to monitor this site for the release of the Request for Proposal (RFP) and amendments (if any). The offeror is also responsible for downloading their own copy of the RFP, amendments and attachments. The performance period is a base year with the possibility of four (4) option years,with an anticipated start date of 01 October 1999. The SIC code is 0782 and the applicable size standard is $ 5 million. A draft Statement of Work (SOW) is posted on the Internet at www.eps.gov. Potential sources are encouraged to review this draft SOW, suggest changes they would make and recommend how they might advertise/procure for this service in the commercial market. Areas of concern to make this service more commercial include (but are not limited to): quality control and assurance; performance-based payment incentives/deductions; commercial terms and conditions for this type of service; and any previous customers or providers we might contact for their commercial practices.
