(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitaion will not be issued. (2) This solicitation, number USDA-HI-DOQ-99, is issued as a request for proposal (RFP). (3) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. (4) This acquisition is unrestricted, not set-aside for business type or size. The standard industrial classification code is 7389, Aerial Image Mapping, with a business size standard of $3.5 million. (5) CLIN 01: 558 Color Infrared Digital Orthophoto Quarter Quadrangles (DOQQs) of the entire state of Hawaii (eight (8) islands); Price proposal must include: Unit Price per DOQQ $____, and Total Price $____ (unit price times 558 = total price). (6) Technical proposalmust address acquisition, processing, and production of georeferenced, orthorectified color infrared digital orthoimagery coverage of Hawaii, in standard DOQQ format (3.75 x 3.75 minute geographic cells). DOQQs must meet National Map Accuracy Standards for 1:12,000 scale (+or- 33 feet), and National Digital Orthophoto Program (NDOP) Specifications including keyword header information. Resolution requirements must meet or exceed a minimum 1.0 meter ground sample distance. Performance period for image acquisition is July 1, 1999 through November 30, 1999. (7) DOQQs are to be delivered on CD-ROM with final shipment delivery due on or before December 30, 1999. Deliveries are FOB Destination to: Contracting Officer, USDA-FSA-Aerial Photography Field Office, 2222 West 2300 South, Salt Lake City, Utah 84119-2020. Acceptance/Rejection will be determined within thirty (30) days of product receipt. (8) Provision 52.212-1, Instructions to Offerors -- Commercial, is applicable to this acquisition. (9) Provision 52.212-2, Evaluation -- Commercial Items, is applicable with the following evaluation criteria inserted in paragraph (a): Price, Technical Capability, Past Performance. Technical and past performance, when combined, are equal when compared to price. (10) Offerors shall include a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its proposal. (11) Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, is applicable.
