Civil-Military Institute (N.I.C.I.) has a requirement for a Drug
Prevention / Demand Reduction instructor to develop and then conduct
between five (5) to ten (10) interagency courses each year. One course
may range between three to five days in length. Courses will be held
at government-furnished sites; the government will reimburse for
transportation, lodging, subsistence, and incidental expenses incurred
on official company business. The focus of each course to be developed
is on programs that provide community assistance in reducing the demand
for illegal drugs. Instructor services will be required for a one-year
base period, with four one year option periods. The base year period
of service will be from the date of award through 30 September 1999.
The total duration of this contract, including the exercise of any
options, shall not exceed 60 months. The Government intends to make a
single award for this requirement. Professional qualifications of the
instructor to be assigned to this contract include: having an in-depth
knowledge of the activities and programs for the office of National
Drug Control Policy; experience with National, State, and local drug
demand reduction programs and activities; experience in working with
military organizations; and demonstrated experience in Outcome-based
Program evaluation. The minimum qualifications include: (1) Five years
of experience in drug prevention and demand reduction
programs/activities, (2) Five years experience in Outcome-based Program
Evaluation, (3) Five years of specialized experience in conducting
training workshops with organizations including military organizations,
which improve leadership, communications, and team building, (4) Be a
graduate of or be willing to attend a N.I.C.I. Drug Prevention and
Demand Reduction course at no expense to the government. Source
selection procedures in accordance with FAR Part 15.3 shall be utilized
for the basic contract. Significant evaluation criteria for the basic
contract in descendingorder of importance are: (1) Past Performance;
(2) Technical Capability; (3) Price/Cost; and (4) Utilization of Small,
